Here’s How Hurricane Katrina Changed Schools in New Orleans

NEW ORLEANS—For all its devastation, Hurricane Katrina swept into this city an opportunity to embark on one of the greatest education experiments in America.

In the aftermath of the 2005 storm, instead of rebuilding a public school system where roughly two in every three schools were deemed “failing,” the city transformed almost all of its traditionally run public schools into independently operated charter schools.

Charter schools changed the city’s approach to education, eliminating attendance zones, removing unions and giving parents a real say where they send their kids to school.


To document the drastic changes that have taken place in education since Hurricane Katrina, The Daily Signal traveled to New Orleans to speak with students, parents, educators and charter school operators about the transition. Their story is told in our new video.

Today, 92 percent of students in New Orleans attend charters.

Instead of graduating roughly 54 percent of its students, as New Orleans did before the storm, the city’s public schools (both charter and non-charter) now graduate 73 percent of students, even beating the national average in male graduation rate.

Last year at Cohen College Prep, one of the city’s worst-performing schools before Hurricane Katrina hit, 100 percent of its students were accepted into college. It’s these kinds of statistics that have led some to dub the charter school movement, “the silver lining to the storm.”

Charter schools operate as public schools in New Orleans; they don’t charge tuition, provide yellow buses around the city and follow state standards such as Common Core.

Yet, instead of being run by the government, charters are operated by a private nonprofit or for-profit organizations.

Local and state school boards grant those organizations strict contracts. If a school fails, its charter is revoked and given to new organization to operate.

In exchange for that responsibility, charter schools have more autonomy over their daily operations, including hiring, firing, budgeting and instruction decisions.

The system’s biggest advocates admit things aren’t perfect, and there’s still vast room for improvements. In the 2013-14 academic year, 10 of 80 charters received an “F” grade. Three of these schools have since shut down, and one, Andrew H. Wilson, has been turned over to a new charter operator.

The system symbolizes a change in attitude that has taken over New Orleans since Hurricane Katrina—most notably that failure is no longer an option. Today, more than ever before, residents are determined to show the country they can lead, and in doing so, serve as a model for others to follow.

Senators: Obama Admin Hiding Secret Iran Deal Letters

Two leading U.S. senators are calling on the Obama administration to release secret letters to foreign governments assuring them that they will not be legally penalized for doing business with the Iranian government, according to a copy of a letter sent Wednesday to the State Department and obtained by the Washington Free Beacon.

Sens. Mark Kirk (R., Ill.) and Marco Rubio (R., Fla.) disclosed in the letter to the State Department that U.S. lawmakers have been shown copies of several letters sent by the Obama administration to the Chinese, German, French, and British governments assuring them that companies doing business with Iran will not come under penalty.

The Obama administration is purportedly promising the foreign governments that if Iran violates the parameters of a recently inked nuclear accord, European companies will not be penalized, according to the secret letters.

Congress became aware of these promises during closed-door briefings with the Obama administration and through documents filed by the administration under a law requiring full disclosure of all information pertaining to the accord.

The issue of sanctions on Iran has become a major issue on Capitol Hill in the weeks since the Obama administration agreed to a deal that permits Iran to enter the international community in exchange for temporarily constraining its nuclear program.

Iran will receive more than $150 billion in sanctions relief as part of the deal and many of its military branches will be removed from international sanctions designations.

“The documents submitted by the Administration to Congress include non-public letters that you sent to the French, British, German, and Chinese governments on the consequences of sanctions snap-back,” Kirk and Rubio wrote to Secretary of State John Kerry.

“These letters appear to reassure these foreign governments that their companies may not be impacted if sanctions are re-imposed in response to Iranian violations of the agreement,” they claim. “While Administration officials have claimed that this is not the case, we think it is important for the American public to be able to read your assurances to foreign governments for themselves as their elected representatives review this deal in the coming weeks.”

Kirk and Rubio are demanding that the Obama administration release these letters to the public so that the full nature of the White House’s backroom dealings are made known.

“We therefore request the Administration to publicly release these letters, which are not classified, so that the full extent of the Administration’s non-public assurances to European and Chinese governments can be discussed openly by Congress and analyzed by impartial outside experts,” they write.

“Given the conflicting interpretations hinted at by the deal’s various stakeholders, it would also ease congressional review of the deal if you were to receive assurances from the other members of the P5+1 about the guidance they will provide to companies about the inherent risks of investing in Iran due to Iran’s ongoing support for terrorism and use of its financial system for illicit activities and the potential for sanctions to snap back if Iran violates the nuclear agreement,” the letter states.

As Iranian companies and government entities are removed from sanctions lists, they will be permitted to do business on the open market. A number of governments, including the Russia and Italy, have already expressed interest in partnering with Iran.

U.S. lawmakers remain concerned that if Iran violates the nuclear accord, sanctions will not be reimposed in a meaningful way.

“The conditions under which foreign investment in Iran would proceed under the nuclear agreement remain unclear,” Kirk and Rubio wrote. “On July 23, 2015, Secretary of the Treasury Jack Lew told the Senate Foreign Relations Committee that companies that have invested in Iran would ‘not be able to continue doing things that are in violation of the sanctions’ if sanctions snap back.”

“Foreign investment in Iran will involve long-term contracts in many cases, however, and some interpretations of the Iran agreement indicate these contracts might be protected from the snap-back of sanctions by a so-called ‘grandfather clause,’” they write.

Under the terms of the agreement, sanctions on Iran’s Revolutionary Guard Corps (IRGC), a paramilitary force known to commit acts of terrorism across the globe, will be lifted.

A multi-billion dollars financial empire belonging to Iranian Supreme Leader Ali Khamenei also will be removed from sanctions lists, according to the parameters of the deal.

But, mainly I am concerned for my nation’s heritage and legacy being stolen out from under us.

Breitbart did the math thusly: 6.6 percent of the population are non hispanic black women, but they account for over 35 percent of abortions performed.

Russia Seizes More Territory in Ukraine, Eastern Europe with ‘Incremental’ Strategy

Fighting has escalated in Ukraine six months after a ceasefire was supposed to end hostilities, raising fears that Russian-backed separatists could soon launch another offensive as the West focuses on other global crises.

Ukraine’s military reported 127 attacks on Monday by the pro-Russian rebels, including an assault by 400 separatists and tanks about 30 miles north of Mariupol, a strategic government-held port in southeastern Ukraine.


U.S. Secretary of State John Kerry “expressed grave concern” Thursday about the escalation in rebel attacks in a phone call with Sergei Lavrov, his Russian counterpart. Kerry urged Russia to end its support for the separatists and stick to the Minsk ceasefire signed in mid-February.

The Kremlin has blamed Ukraine for the recent upsurge in attacks and has denied providing substantial support to the rebels, despite mounting evidence that it has sent thousands of Russian soldiers to aid the separatists.

Luke Coffey, a fellow at the Heritage Foundation’s Margaret Thatcher Center for Freedom who studies European security issues, said in an interview that Russian President Vladimir Putin is pursuing a “very incremental, deliberate, slow” strategy in Ukraine. By taking small pieces of territory over a months-long conflict, he can blunt a concerted response from an international community that has devoted attention to other immediate issues, such as the Iran nuclear deal.

“Putin will do what he knows he can get away with,” Coffey said. “Right now he can get away with a lot.”

Coffey said the latest rebel attacks are likely a response to the European Union Council Summit in June, where foreign ministers agreed to extend economic sanctions on Russia through January 2016.

More than 6,500 people have been killed in Ukraine since rebels began launching attacks against government forces in April 2014. The fighting followed Russia’s annexation of the Crimean peninsula in March and the ouster of a pro-Moscow leader from Ukraine’s government.

The separatists’ next target is likely Mariupol, the heavily fortified port that they “desperately need” to connect Crimea with resources from the Russian mainland, Coffey said.

“[Mariupol] will be a tough nut to crack, but it is the major obstacle standing in the way of the separatists,” he said.

Ukraine is not the only former Soviet country where Russia has sought to expand its influence. Russian forces extended the border of South Ossetia—a breakaway territory that the Kremlin seized from Georgia in a 2008 war—by about a half-mile last month, gaining partial control of an international oil pipeline.

Coffey noted that Russia achieved “incremental progress” in Georgia while the United States and EU were concentrating on the conclusion of the Iran nuclear talks—in which Moscow participated—and the bailout referendum in Greece.

Additionally, the Baltic states, all members of NATO with large Russian-speaking minorities, have become increasingly concerned about a Russian incursion in their territories. Russia has launched cyber attacks against the countries in recent months and assumed an aggressive military posture toward their defenses.

NATO aircraft in Europe—which recently reduced its patrols by half—intercepted about 150 Russian bombers and fighters over the Baltic last year.

Analysts say Putin is unlikely to assume a less belligerent approach toward his neighbors in Eastern Europe as Russia’s economy, beset by low oil prices and Western sanctions, enters a recession. The Russian leader, unwilling to implement market-oriented reforms that could loosen his grip on power, has staked his regime’s legitimacy on the patriotic mobilization of his citizens against Western adversaries. That could mean more trouble ahead, Coffey said.

“Vladimir Putin’s reaped huge popularity from his actions in Ukraine,” he said. “Whose to say that he won’t push the envelope even further to boost his popularity even more?”

While U.S. forces have begun training troops in Ukraine’s National Guard, the Obama administration has resisted providing arms that Ukrainian leaders say they desperately need, including small rifles, ammunition, and anti-tank weaponry.

Most Republican presidential candidates for 2016 have said they support supplying lethal arms to Ukraine. However, Hillary Clinton, the former secretary of state and Democratic frontrunner, has yet to state a position. A spokesman for Clinton did not respond to a request for comment.

Gen. Raymond Odierno, the retiring U.S. Army chief of staff, joined other top military leaders on Wednesday in calling Russia the “most dangerous” threat to U.S. security, citing their threats to use nuclear weapons and destabilizing actions in Ukraine.

Increasing the sanctions on Russia and arming Ukraine, Coffey said, could incite a domestic backlash and finally alter Putin’s calculus after previous measures have failed.

“Russians are quite happy to eat feta cheese from the North Caucasus because they can’t eat feta cheese from Greece,” he said. “But when the body bags come home, people are going to start questioning what’s going on.”

Dear Reader (including those reading this off my server),

On December 8, 1979, two Zairean air-force jets approached the airport in Kinshasa, the capital what is now the Democratic Republic of the Congo. The tower radioed the pilots, telling them they couldn’t land; the air-traffic controllers were concerned about low visibility.

But when the pilots were told that they “couldn’t land,” they didn’t think, “I can’t land right now,” they thought, “I can’t land, ever.” So they ejected from their planes, letting two perfectly good Mirage jets crash into the Atlantic Ocean.

These men weren’t fools. Idiots don’t fly jets. It’s just that, for an instant, they were thinking according to an entirely different set of rules about how life works. “Can’t” means “never, ever, possible” according to these rules -- not “wait an hour,” or “find a different runway.” And so they hit the eject button.

Longtime readers may recall I got this story from a great book, David Lamb’sThe Africans. Lamb went on to observe that many Africans have a slightly different interpretation of cause and effect. In the West, the lesson the average person would take from a near-fatal car crash at high speeds on a hairpin turn would be, “Man, that was close. I better not try that again.” But in Africa, Lamb writes, “if an oncoming car has to swerve off the road to avoid his vehicle, and there are no collisions or injuries, the African does not say, ‘Next time I’d better not do that.’”

I’ve heard similar stories about drivers throughout the developing world, particularly in Latin America, where traffic accidents and fatalities are much higher than in more advanced nations -- even though the rate of car ownership is much lower.

The Third World Mind of the Clintons

I don’t bring all of this up to write a “news”letter on the perils of polylogism, but to offer some insight into the Clintonian mind.

Bill and Hillary Clinton are like that Third World driver who takes a hairpin curve at high speed and survives. Everything worked out, so why change your behavior?

Now, Bill is a famous case. In many respects he’s lived a Caligulan lifestyle. No, he’s never tried to make his horse a senator, nor did he order the army to declare war on Neptune, but for him the highest law is whatever he can get away with.

Bill’s entire life has been about cutting corners, shaving the truth -- often down to the bone -- and conflating his priapism with his sense of entitlement. This has worked out for him because he has superhuman powers of duplicity and cozenage. There are legends in Little Rock of how a young Billy Clinton was on a school field trip to a laboratory when, through an unlikely series of events, a radioactive hustler bit him on the hand, giving him unearthly powers of flim-flammery and deception. The earnest lad was suddenly transformed.

I have no doubt Bill believes that he uses his powers for good, but with the pimpish midichlorians coursing through his veins, he can’t help himself. Over time, as he continually escapes the snares reality and morality typically set for mortal men, he has come to have a sense of entitlement and immunity about it all. Like the hazardous driver who’s never had a crash or the lucky investor who’s never lost money, he just thinks, “This is the way reality works.” Even when a black swan hits him in the grill, he talks his way out of it.

The tragedy for Hillary Clinton is that she is all too human. As Bill’s mortal sidekick, she’s had a good ride. But whereas Bill has an almost Jedi-like ability to lie convincingly -- “these aren’t the interns you’re looking for” -- Hillary has no superpowers to fall back on. She just has to grind it out. Like Syndrome in The Incredibles or the entire cast of Kick-Ass, she has to compensate for a lack of raw superpowers through guile and technology -- and minions, lots and lots of minions. They do her dirty work for her. They burrow into the bureaucracy and cover for her. They get appointed to commissions and erect firewalls against accountability. They tell her what she wants to hear and explain how all bad news is someone else’s fault. They scrub the paper trail. They even shove classified evidence in their pants, if that is what is required. As Renfield to her huband’s Dracula, Otis to his Lex Luthor, Gogo Yubari to his O-Ren Ishii , Alistair Smythe to his Kingpin, Tom Hagen to his Don Corleone, Bizarro World Radar O’Reilly to his evil Colonel Potter, she has amassed considerable resources and abilities of her own. There’s now an entire Clinton-Industrial Complex that fuels and funds the vast interconnected network of minions. They are like agents of Hydra, embedded in the media, in government, and in academia. Places like Media Matters are like huge industrial farms for breeding Clintonian hacks where the larvae are grown in vats.

Convinced they are the rightful heirs of some new American aristocracy, they are willing to make astounding personal sacrifices for the cause. It would not have shocked me if Sandy Berger had yelled “Hail Clinton!” even as theNational Archives guards were pulling paperwork out of his fly.

But the problem remains; Hillary is not the charismatic leader her husband is, or was. She’s good at cleaning up the loose ends of her husband’s lies, but she’s not the person you want out front laying down the lies in the first place. His superpowers did not rub off on her, and to assume they did is to confuse the elephant for the guy sweeping up behind it.

The thing is, Hillary’s been riding shotgun on all those hairpin turns with Bill behind the wheel for so long she thinks she can do what he does. She can’t. It’s understandable, of course. The great ones always make it look easy.

Trump’s Trumpery

I’m feeling better about Trump mania. It’s obviously too soon to tell for sure, but I think we’ve reached Peak Trump.

Still, vigilance is required. And on that note, I’d like to raise a gripe about what is supposed to be Donald Trump’s greatest strength: his vaunted un-PCness. There’s a consensus out there -- among friends and foes alike -- that Donald Trump’s success stems from his willingness not to abide by political correctness (that and his willingness to build a wall the Mexicans will pay for). This alleged bravery has managed to convince a great many people that Donald Trump is a conservative. And not just a conservative, but the sort of conservative that one must admire and support if one is to be permitted membership in conservative ranks. Only “RINOs” and worse have problems with the man, I hear hourly.

Let me just say I have exactly zero sympathy or tolerance for this claim. To me this isn’t a matter of opinion, but one of simple fact. I have little patience for people who tell me I have to support Ted Cruz if I’m going to call myself a “real conservative.” But I at least understand that argument. I think it’s wrong. But I get it. It has an internal logic and consistency to it. I feel the same way about intellectual figures as well. William F. Buckley is a hero to me, but I don’t think you have to be a fan to be a conservative. Ditto Edmund Burke, Russell Kirk, or for that matter George Will or Charles Krauthammer. But when you try the “RINO!!!!!!!!!” argument out on Donald Trump’s behalf, I have to assume your digestive and respiratory system works backwards, because I think you’re talking out your ass. By any reasonable or objective metric I am more conservative than Donald Trump and I have a vastly more consistent record of my conservatism (ditto Kevin Williamson, Rich Lowry, George Will, Charles Krauthammer, Charlie Cooke, etc.). You of course are free to say that this is open to debate. You are also free to say that turtles crap glow-in-the-dark yoyos made of marzipan. That doesn’t make it so. And I’m not much interested in debating the proposition.

Who’s Un-PC Again?

There’s still this bit about Trump being un-PC and how he’s worth giving the nuclear codes to because he challenges the “establishment.” I was on Bill Bennett’s radio show the other morning and a caller said something to the effect of “You know why I like Donald Trump? Because he befuddles people like Jonah Goldberg . . . Political correctness has been destroying this country and blah blah blah.” (Obviously, I’m quoting from memory).

So first let me say, as I said to the caller, that I agree that political correctness is a huge problem, one I’ve written about many times (often punctuated with many un-PC jokes). Second, as I also said to him, maybe I’m not the one who is befuddled. Perchance Trump fans are the ones who are confused, while I see the man more clearly.

Third, and this I wish I had said on air: What the kind of screwed up standard for picking a president is that? Let’s choose the candidate who most annoys Jonah Goldberg!? By that standard, Mt. Rushmore would be lined up with the visages of Carrot Top, Alec Baldwin, Debbie Wasserman Schultz, and Tom Friedman.

But here’s the important point: It is a lie that Donald Trump stands athwart political correctness, yelling Stop.

For example, you may recall that Donald Trump and I got into a Twitter fight a few months back. At one point I wrote that he was “relentlessly tweeting like a 14-year-old girl.”

How did Trump respond? If you guessed with Churchillian statesmanship, you guessed wrong. If you guessed with anti-PC fearlessness, you guessed wrong again.

Instead, he played the political-correctness card. He said my tweet was a “horrible insult to women. Resign now or later!”

I still love the “or later.”

He followed up with more demands that I lose my job because of my insult to women.



In words Donald Trump could never say sincerely, I know this isn’t all about me. So recall that Trump -- the man whose best selling point for some people is that he’s inarticulate when discussing Mexicans -- bashed Mitt Romney for being too“mean-spirited” about immigrants. In response to the backlash against his immigration remarks, he’s been slowly revising his position. He’s now for a convoluted kind of amnesty that involves rounding up illegal immigrants and then re-admitting them on an expedited basis if they are “terrific.”

All this week, he’s been defending himself against the charge he’s piggish towards women by attacking Jeb Bush for his gaffe on women’s health. Meanwhile, on the actual issue of Planned Parenthood he’s been all over the place, saying it does great work one moment, saying he’d shut it down another. All the while he says Ivanka Trump is his guide on women’s health issues and he wants everyone to know what a “big heart” he has. What could go wrong there?

Trump’s defenders -- and Trump himself -- say his liberal record shouldn’t be held against him. He’s “evolved.” The problem is that while you find inconsistency on the issues if you go back and look at his record -- hence the “he’s evolved” defense -- you also find a remarkable consistency on hisapproach to the issues. He makes things up as he goes along. What informs that process? Liberal conventional wisdom (particularly prior to 2010), reality-show pandering, advice of yes-men, Ivanka Trump, and, of course, whatever direction his mouth is wandering off to at any given moment.

It’s totally worth making that kind of guy the nominee. I mean, after all, he bothers me -- and that’s all that really matters.

Fake Hate: 9 False Discrimination Stories the Media Ran With



The Soros owned MSM dutifully reports on every hate crime that occurs (except of course Black on White, or people of any color by illegal immigrants or Islamists).

The majority of retractions and apologies might as well have appeared somewhere between the obituaries and classifieds. No matter, the intended damage was done. Even though the falseness was exposed, the hate crime drums continued to beat.

The following article lists a sample of MSM frenzied coverage which later proved to be false.

The left loves to portray the right as bigots who hate minorities, women, Muslims, and gays. So the media latch onto any claim of perceived discrimination or hate, real or not, and report it with glee (forget investigation and due diligence!).

Obviously, crimes do occur that are genuinely motivated by someone’s ethnicity, religion or sexual orientation. But many are simply hoaxes committed by liberal activists for the cause of furthering their agenda. The media makes no distinctions in figuring out which ones are real and which are staged.

Just this past week, two more alleged hate crimes were debunked. After a gay bar owner’s business burned down in 2012, he complained he was ‘targeted’ because of his sexual orientation. He finally admitted to committing the act himself and was charged  August 4.

In Tennessee last Tuesday, a court ruled that a lesbian couple had spray painted anti-gay slurs on their own garage before burning their house down and blaming it on their neighbor.


It’s not as if this hasn’t been done many times before. In just the past five years alone, two very similar cases attracted the media's attention. In 2011, a lesbian couple from Colorado staged their own anti-gay home vandalism that the media pounced on as a “hate crime.” Again, in 2012, lesbian Charlie Rogers mutilated herself with anti-gay slurs, faked a kidnapping story and burnt her house down in a hate crime hoax that garnered national attention.

Here are nine more (out of many!) fake hate crimes from the past five years that the media fell for and ran with.
